Freedom of conscience and religion

1. Everyone has the right to freedom of thought and conscience  and religion; this right implies the freedom to change  religion or belief, as well as the freedom to manifest one's  religion or belief individually or collectively, in  public or private, through worship, teaching, practices and  the performance of rituals.

2. The freedom to manifest one's religion or beliefs does not  may be subject to other restrictions than those provided for  by law, constitute necessary measures, in a society  democracy, public security, the protection of order,  public health or morals, or the protection of  rights and freedoms of others.
