Every natural or legal person has the right to respect for his goods. No one may be deprived of his property except for cause of public utility and under the conditions provided for by law and
general principles of international law.
The preceding provisions do not affect the right that States have the power to enforce the laws they deem necessary to regulate the use of goods in accordance in the general interest or to ensure the payment of taxes or other contributions or fines.
A declaration made in accordance with this article shall be deemed to have been made in accordance with paragraph 1 of article 56 of the Convention.
