1. Everyone has the right to freedom of expression. This right  includes freedom of opinion and freedom to receive or  communicate information or ideas without the possibility of  have interference from public authorities and without consideration of  frontier. This article does not prevent States from submitting  radio, film or television undertakings at a  authorization scheme.

2. The exercise of these freedoms entailing duties and  responsibilities may be subject to certain formalities, conditions,  restrictions or penalties provided by law, which constitute  measures necessary, in a democratic society, for the security  nationality, territorial integrity or public safety,  

law enforcement and crime prevention, protection  health or morals, protection of reputation or  the rights of others, to prevent the disclosure of information  confidential or to guarantee the authority and impartiality of the  judicial authority
